November 4, 2015
1. DAC report: ( Stacey Chamaty): Stacey reported to us about the Choice Fair. There will be a RRE table and there are plans to have an area dedicated to SAC so people can learn about SAC. Calendar proposals were presented and Peter acknowledged that principals will be meeting to decide if they would like to approve a new calendar that will eliminate the two teacher work days before Fall and Spring break and add them to the week of Thanksgiving instead so we could have a whole week off at Thanksgiving. The DAC will also be focusing on district assessments. (Feeder schools for DCHS voted to move forward with procedures to adjust the calendar for 2016-2017 school year that would have the week of Thanksgiving off.)
2. Staff Report (Misty Lott): Misty reported about the in-service day on Tuesday, November 3. She discussed the filter system that they were introduced to that will help teachers make sure that what they are teaching is relevant. They also had time to work on planners as a grade level and have other grade levels look at their planners to make sure that they were on the right track.
3. PTO report (Michelle Grider): The monster mash was a success. No numbers to report at this time, but thank you to all who helped make it a success! ($1,100.00 was reported on November 5th by Student Council)
4. Parent Survey: We discussed sending out a simple open-ended survey simply asking about celebrations and concerns about RRE. We agreed that keeping it open ended would be a true inclination of what is truly good and or bad about RRE experience without leading with specific questions. Shannon had expressed concern for our purpose in doing this and it was explained that we just want a picture of anything that is concerning that we can improve upon or things that we can acknowledge that are going right. It was decided to wait until the DCHS feeder school meeting took place on Nov 5th and to include request for feedback from stakeholders regarding possible calendar adjustment for 2016-2017. Mr. Mosby will send out the survey.
5. Scream Street/Monster Mash: Our discussion of parent survey led us to scream street. We all agreed that it was a fun, successful night, but had a few concerns. We discussed some possible changes for next year including limiting the amount of times each student could go through Scream Street. It was observed that students who went through Scream Street several times began to make poor choices. One possible solution would be to stamp hands as they enter Scream Street with a set maximum number of visits/stamps allowed. We also discussed requiring non- RRE students to be accompanied by their parents, not coming as guests, and no middle/high schoolers allowed unless they were volunteering.
6. Principal Report (Peter Mosby): Peter told us about a new incentive program that he was carrying out for teachers with the best attendance record quarterly. Misty and Peter discussed the teacher morale for this program and it was determined that it is a positive program and staff is generally supportive. He expanded on the calendar proposal and assured us that because of the concern and change last year to align the calendars from elementary to high school, that the principals will only agree to the Thanksgiving change if Mesa and Douglas County are going to accept it.
7. Open forum: We are going to be a pilot school for health and wellness and it was asked if we would be willing to take on any Eagle projects that could support us. We also discussed the run for funds money. Some things have been purchased already: a laptop cart and two robotic systems. The technology committee is now deciding where the remainder of funds should be used.
Next Meeting: Tuesday December 8.

Community member - she did two, two year terms and cannot do it any longer
We need a community member to be our 7th voting member which includes Peter Mosby.
Stacey Chamaty volunteered to be DAC member
What was the parents main focus or concern. Last year it was a change of calendar.
What we would like to do is come up with a poll with parent input and concerns.
One concern is the yellow flag dismissal. The RRE app has alleviated some of those concerns and problems. We also have access to another local weather station. We will not put a weather station and use money from the Fund Run towards tech.
$16,000 from the Fund-Run. FoRR will receive 25% of it.
Possible change for 5th grade to earn money for Overnight in January and February. 5th grade outdoor education April and May for their 6th grade Outdoor Ed.
Outdoor Education - There is not any reason why students cannot go. There are funds that are available.
UIP - possibly address that next time. We have to wait until numbers come back from the state in November. As of right now we do not have direction from district.
Questions - for parents and stakeholders. Shannon will create a google doc where everyone will log questions for stakeholders.

AGENDA:
per Peter via Julie - role of SAC , unified improvement plan - find gaps and look at body of evidence and come up with goals for improvement plan. The plan goes through SAC and improves, critiques etc and then goes to the district and then to the state. This process is in limbo. Multiple teacher groups previously and have consolidated into BLT (Building Leadership Team)
BLT came up with Rock Ridge desired steps. Julie shared the BLT and Rock Ridge mission statement. She shared the following three focus goals.
-
written, taught and assessed curriculum within IB planners including aligning them with district expectations
-
communication with all stakeholders - newsletter, website, Facebook, sq
-
climate - taking care of all people, students, staff, parents. Safety is also part of this goal
Enrollment - We exceeded our budget and student projection expectations. We are adding an additional EA - increasing volunteer coordinator hours - additional ½ day kindy
Not accepting open enrollment for 6th grade at this time.
Questions or concerns about what are the parents focus concerns?
Total enrollment - 596 Projection was 570
Discussion of time change possibility.
Parent involvement vs parent input. - Really working on increasing parent involvement -

Principal Update:
Budget: Our budget for next year is currently based on a projected enrollment of 577. The district is actually predicting our enrollment at 560, so the budget was figured with this in mind and currently shows a positive balance to account for the money we may be required to pay back. If we start the year with a higher enrollment, we will be able to use that surplus to support more students. The proposed budget for next year allows for 3 classroom teachers at all grade levels, except 1st and 4th where there will be 4 classroom teachers. The only other changes to staff are that the Spanish teacher will now be a .6 position, and there will be 3 EA’s instead of 4. There are also a few non-discretionary positions that will be changing, but those changes take place at the district level. The other parts of the budget that go to supplies, trainings, etc, are very similar to last year’s budget and Mr Mosby is using this year’s expenses to budget for those items. When he submitted the budget, Mr Mosby also asked for a few additional items that will need to be accepted and approved. He asked for RRE to be a weatherbug station which would mean that our school would be a location for the weather app that predicts and reports weather. It would help with safety when needing to monitor lightning and inclement weather and it would also provide a live feed that could be used for instruction at all grade levels. He also asked for money to support a robotics program at RRE. We also discussed using fundraising money from next year’s Run for Funds to help support the weatherbug station and for additional technology support. As far as the remainder of this year, Mr Mosby is using up any funds that will not be able to carry over to next year. There are some parts of the budget that can carry forward to the next year, but we will most likely not have a carry over.
Next SAC meeting:
Our final meeting for the year will be on Tuesday, May 26 at 3:45. We will be discussing an overview of the year and a few more details for next school year. Hope to see you there.
2014-2015 March SAC Minutes
2014-2015 March SAC Minutes
SAC meeting 3-3-15 minutes
1. Peter Mosby displayed on the projector screen and discussed the present year Rock Ridge budget. He explained:
- The difference between discretionary and non-discretionary funds. Non-discretionary meaning the school has no control over how to spend these except towards designated.
- There was a deficit of $52,774 which was attributed to the issues from last year and a decline in enrollment. The district has on more than one occasion, stated they would help the school correct this deficit.
- Most of the nondiscretionary funds are salaries. The district uses averages for budget purposes.
- Supplies and printing are examples of non-discretionary funds with printing being the most expensive of them all.
- If discretionary funds are not used, they roll over to the next year. If non-discretionary funds are not used, they are lost as they are typically part of grants and the like.
- All budgetary monies are based on estimates of the number of kids expected to attend school and then adjusted based upon actual attendance after October count.
2. The committee discussed the opening of a nearby charter school. Peter stated that RRE was the least affected in the district by this opening.
3. The topic of class size was discussed with Peter saying his ideal class size would be between 20–25. Currently some classes are at 17. This is too low to make the budget work. The probability is high that the student decrease in numbers is due to the opening of the charter school. This will more than likely mean a reduction of staff for the 2015-2016 school year.
4. Briefly discussed marketing strategies and it was mentioned that approximately 280 have downloaded the new RRE app.
5. Next meeting will be April 21st. The agenda for that meeting will be next years budget and future plans.
2014-2015 January SAC Minutes
2014-2015 January SAC Minutes
SAC meeting 1-27-15 minutes
1. Pam Gutierrez spoke to the reasons that the Accelerated Reader program was discontinued.
It was primarily due to the nearly $8000 cost and not many of the teachers were using it. It also went against the direction Douglas County is going toward. She stated we also do MAPs and other programs that are free in the district
2. Capital Gains presentation from Casie Meyers.
This was part of the community outreach to give the background, purpose and timeline on the Current Capital Plan. District is wanting SAC groups opinions on a Potential $200 million bond. So she gave us the following info. Capital Improvement needs over the next 5 years are estimated at $275.1 million.
It was broken down in a pie chart w/ the largest chunks in Technology and New Construction.
There was also Security, Life Safety, Transportation, and Issues that could interrupt education.
The issues that could interrupt education was estimated at $25 million.
Why so much? It’s due to of the age of our schools. The average is 19 years old. 49% are in need of capital renewal. Of the facilities, 27 are in good condition, 14 in fair condition, 38 facilities with risks and 5 are at high risk of component failure. Since 2004, Douglas county has seen 48% enrollment growth. Attached is a copy of the facility requirements for all schools.
Rock Ridge elementary needs less than 2 million in facility improvements.
How are schools funded? 2 categories: Operating is the biggest and is received through state, local and property taxes. Capital is for infrastructure issues and the funding comes primarily from bonds.
Bonds are 100% local and go to the capital budget.
How does Douglas County compare? State wide -we have the lowest dollar amount of mill levies.
We are also way under the average in bond dollars. For years, Douglas County has been taking money from the operational budget to go to the capital budget. Enrollment is projected to double by 2040.
The district is searching for feedback on the bond issue. The new proposed bond would take effect when the other expires, so they emphasize that there would be no increase in taxes. You can give feedback through the district website or town hall meetings. They have many avenues they are working on to reach out to the community.
SAC discussed the importance of emphasizing home values and what could happen if the bond is not approved, since Douglas County has a hard time passing these things
3. Vice Principal Julie Roach spoke on how teachers of IB schools are trying to merge district terminology with IB terminology.
4. Julie also spoke on the Unified Improvement Plan.
SAC members received a hard copy to review.
It is long and very detailed. Some of the plan had not printed so Julie stated she would get those to us through email. As for the plan: We have a normal performance plan as we have a normal neighborhood school. We discussed where RRE is and where we want to be. The main focus would be seeing improvement in writing scores and then math scores. The plan is still under review to be approved by the district.

2014-2015 November SAC Minutes
2014-2015 November SAC Minutes
November 18, 2014
SAC meeting November 18, 2014 – in attendance Peter Mosby, Jen Johnson, Mike Carver, Carl Anderson, Melinda Thompson and Lynnette Otero.
- Minutes from last months meeting were accepted.
- The AR program will be discontinued.
- Why? Yearly cost is $7,000 with only 40% of teachers using it and the majority were using it as a word counting system. It was not being used like it was supposed to be, so Principal Mosby explained that he could not justify the cost.
- AC members asked what RRE has in place to motivate kids for reading? Ideas were tossed around. There were differing opinions on how teachers would assess for comprehension.
- Principal Mosby will invite Pam Gutierrez to the January meeting to further look into this concern.
- Image Strategies
- RRE has their website up and running with a new video.
- Different clubs will have a blurb on the website.
- Advertising – question was asked if RRE pays for all of the advertising mentioned. Principal Mosby stated the only thing the school budget paid for was the TV which is like an indoor marque. Everything else was paid for by the district or donated.
- RRE has an environmental club that is working on applying image ideas into action.
- RRE is getting an app which will be mobile friendly and will be able to push out communication.
- Budget issues discussed
- IB and Leader in Me – they are basically the same thing and there has been a lot of confusion on whether RRE is IB or Leader in Me. After polling the teachers, 75% think that RRE should be only an IB school. So, we are not going to be a Leader in ME school. We may use some of the ideas but we are an IB school. Most believed the leader in me program was covered by grants, but it was discovered that the grants only covered $45,000 of the cost. The remaining $30,000 will be a $6,000 bill for 5 years starting the 2013-2014 school year. Principal Mosby is working with the district to come up with some solutions to paying this bill.
- RRE is short on their student projections. It was 650 and we are at 632. So RRE would be responsible to pay back 18 x $3700 per student. Again, Principal Mosby is working on a solution with the district.
- The question was asked about a mention in the DAC report about “District Innovation dollars” and what that meant. The money goes into things like repaving sidewalks around the mobiles, repainting lines in the parking lot, and currently more handicapped stalls are coming up.
- The DAC report from October was reviewed. The November meeting was cancelled.
- Calendar change
- AC agreed to forward the recommendation of the calendar change to the district.
- Principal Mosby’s research showed: 75% community support, 100% SAC support, 80% staff support and Zero conflict with the district.
- This was not submitted in October because the District piece was missing.
- This is a 2 -3 year commitment but it can be changed by going through the proper channels.
- New business
- New Volunteer coordinator position is going great. This person finds volunteers to do things like the book room, book fairs, and watchdogs.
- Watchdogs is a group of primarily men who are an extra set of eyes around the building. They can sign up for all day or ½ day shifts and with some exceptions can go anywhere in the buildings.
- On the agenda for January meeting
- Principal Mosby to arrange with Pam Gutierrez to speak with SAC
- Principal Mosby to share the UIP (Unified Improvement Plan)
- Principal Mosby to update SAC on how he is spearheading aligning IB terminology and district expectations.

Chairperson: Susie Eilers
Co-chair: Michelle Grider
DAC liason: Mike Carver/Carl Anderson
Recorder: Lynnette Otero
Principal Peter Mosby instructed how to go on RRE website to get to the SAC information and how to find the Strategic Plan for the district.
Watched the DCSD Superintendent Liz Fagen video of an overview of the strategic plan.
Principal Mosby discussed and reviewed the outline of the staff meeting from 9-3-2014 in which the teachers reviewed the district strategic plan and outlined where RRE aligns with the plan as well as where RRE needs to improve.
Key Points:
System performance: Tuesday team meetings have been implemented. Each child is assessed to see how they are progressing. Goals for each child are set either for 1 year growth or to grade level, whichever is greater. Each case is evaluated for the need for an RTI (response to intervention)
There are no salary caps. Highly Effective teachers will get the higher percentage raises. This doesn’t affect the principals budget.
The staff is working on translating district and IB terminology for alignment.
Safety – doors locked, scanning people for entrance, bright vests, student light house, safety officers, and alignment with the district.
Next steps – playground monitoring and supervision, cafeteria and hallway safety, analyze security at doors, working on common language subfolders.
Choice – RRE is very attractive for its IB program, breakfast, leader in me, staff development, activities etc
Next steps – finish RRE video, continue to develop pathways, continue to add to new user friendly website, SAC marketing plan, leadership data notebooks, etc
Principal Mosby asked SAC to look at the Strategic Plan and he will take recommendations from SAC next meeting.
Question was asked about the issue of a new testing assessment possibility. Principal Mosby stated he didn’t see it affecting RRE in the near future.
Kevin Larson the president of the school board discussed further, stating the district is trying to champion how we can use the assessments in the best way for the kids. They are looking for relief from tests that aren’t helping.
Lastly Principal Mosby asked SAC their opinion of RRE calendar. SAC voted to recommend RRE move to the conventional schedule as to align with middle school and high school with a vote of 4-0 all in favor.

Strategic Plan:
We were asked if we had any other questions regarding the strategic plan after reviewing it on our own after the last meeting. There were no questions.
Principal Update:
Technology: There is a technology team made up of teachers who learn about new technology, and discuss and determine what our buildings needs are for technology. They meet every third Tuesday of the month at 730. The meetings are open to parents if interested. About half of this year’s Run for Funds earnings are being used towards 5-6 desktops that are needed in classrooms.
New Hires: We were able to hire a half-time volunteer coordinator who will work with parent volunteers in the classrooms and building and will get the watchdog program up and running again. We also hired a part time aide for full day kindergarten, and another EA.
Calendar update: The community vote was about 70% in favor of changing to a conventional calendar, SAC and staff also voted for the change. It will be submitted to the district this week and we will find out our final calendar for the next school year in January or February.
Promotional video: We viewed the new promotional video of RRE which was done by the district. It will be posted on the district website and our website. Further marketing strategies using the video and other tools will be discussed at the next SAC meeting.
Questions/other discussion:
TV in lobby will be used as an advertisement and communication tool.
All projectors in classrooms are being mounted on ceilings.
Preschool is getting a laptop computer for their classroom from the Run for Funds earnings.
Banners that Mike brought in last meeting are not allowed to be hung on the building so other options are being looked into. Two of the banners are hanging in the hallways.
We are 18 kids short of projection this year. We have to pay that money back to the district so marketing is very important to get some kids back to our school to increase our funding. The question was raised on whether we really wanted more kids because class sizes are ideal this year. We would like to keep our class sizes down, but it is difficult to maintain this with the funding.

SAC Responsibilities:
Peter read and discussed SAC responsibilities as found on the district website to explain what SAC is to the interested parents so we can be knowledgeable about the committee. These responsibilities are as follows: Reviewing the Unified Improvement Plan, reviewing school budget priorities, topical discussions including safety and community concerns, community feedback, advice on accreditation plan, reviewing annual report, principal evaluations, and other assigned duties. He also discussed the duties that SAC does not include like issues dealing with specific students, staff or parents.
All future meeting dates are on the calendar on the school website, but will occur on the last Tuesday of every month except in November and December. The minutes from each meeting will be posted on the website as well as member information. The SAC chair and DAC liaison will post contact information on the website.
Introductions:
We spent a few minutes introducing ourselves and discussing our previous experience with SAC and with Rock Ridge.
Elections:
We will have an election to select voting members at our next meeting in September. Interested parents should send a brief paragraph to Peter’s email expressing interest in being a voting member. He will post them on the website and send an email to parents inviting them to come to the next meeting to vote. We need 2 new voting members this year. Susie Eilers and Michelle Grider have one more year on their voting member terms so they will fill two parent representative spots. Louise Costello will be our community member. Shannon DiCamillo and Christie Earnest will share the teacher representative spot. Once all voting members are selected, we will assign positions of chairperson, vice chairperson, recorder and DAC liaison.
Miscellaneous:
We discussed past responsibilities of SAC including after school enrichment, safety issues, and creating positive communication with our community. Mike Carver presented three vinyl signs with our new logo and RRE statements like “we love Rock Ridge” to hang in various spots around the school. Peter will present them to the environment committee to decide where to place them around the school.
